Access issue in HTML vs. Silverlight tenant version

Hi,

We have observed that business configuration and access user management work centers are not available in HTML version. (shown below)

However, this same work centers are available for same user ID while using Silverlight version. (shown below)

I believe that SAP is improving user experience but not consistent with expectations.

Can someone help to resolve this inconsistency?
