1. many experts in the below scn post says, check all Tax Infotypes (IT0461 to IT0464 valid from hire date to 31129999
PY-CA: Payroll run issue, due to provincial data
2. Payroll Driverprogram RPCALCK0_CE is for Concurrent Employment, your EE 70309 is not suitable for Concurrent Employment that is the reason he is not even getting picked up by the program (he might be just a normal EE only)
please note (kind request) - dont get me wrong
1. please always search in google with exact error you are getting in SAP, most you will have some answers for that (this is what even i have done to get the above information)
2. make sure when you create a post specify something which country payroll you are working for e.g payroll canada or PY-CA then your error message Provincial data does not start on xx.xx.xxxx error --- it will help many experts (not me 
) to help you quickly & identify your post easily
3. finally provide all the information about how the issue occurred & what are the checks you have done --- this is help others to understand about your issue
